The UPAC Counseling and Treatment Center is funded through a contract with the San Diego County Department of Health and Human Services, Adult and Older Adult Mental Health Services Division. UPAC Counseling and Treatment Center provides traditional outpatient services to adults requiring individual therapy, medication management, case management and crisis intervention as part of a county wide system of mental health services. Funding for these positions comes from Mental Health Services Act (MHSA) monies. The goal of MHSA is to provide innovative programs to un-served and underserved communities. These MHSA services at UPAC are to target primarily Asian and Pacific Islander adults, ages 25 and older and Asian and Pacific Islander Transition Aged Youth (TAY), ages 18-24. This position will be based primarily at the Mid City location on University Avenue; however this position will serve some TAY clients at Serra Mesa location as needed. This candidate must be Mandarin-speaking, Laotian-speaking, or Cambodian-speaking Duties & Responsibilities: General Responsibilities

• Under the direction of the Program Manager, the Therapist conducts group therapy and psychoeducational groups, and individual therapy as needed. Group therapy is the primary modality of treatment, when possible. Therapist will promote psychosocial rehabilitation principles of wellness and recovery in all aspects of treatment.
• Perform at least 1-2 group therapy sessions per month. Must conduct Illness Management and Recovery group. May facilitate other groups as desired, (examples of group include Social Skills Group, TAY Support Group among others). Group therapy will likely be co-facilitated with the assistance of a mental health interpreter, unless Therapist is bilingual.
• Therapist will assist clients in obtaining vocational, educational and/or housing objectives as needed
• Performs intake assessments for clients in need of mental health services.
• Functions as a member of a multi-disciplinary team and participates in diagnosis, treatment and discharge planning. Community services and outreach activities will also be required.
• Prepares medical records of all services rendered including psychiatric history, mental status examinations and progress notes, treatment plans, quality assurance forms, etc.
• Receives referrals from providers and community members with appropriate follow-up including crisis intervention
• Provides short-term counseling. Clients are typically limited to only 8-12 therapy sessions, and then are recommended for discharge after achieving stabilization.
• Functions as a member of a multi-disciplinary team and participates in diagnosis, treatment and discharge planning. Community services and outreach activities will also be required.
• Manages caseload of approximately 80+ severely mentally ill clients, some of which receive individual
therapy and/or group therapy, while others receive medication management/case management only. This includes a likely daily caseload of 3-5 individual client visits per day, in addition to Group therapy.
• Will travel to UPAC BPSR Serra Mesa location for serving TAY clients as needed. • Participates in at least two outreach events per year. Examples include participation in ethnic community fairs and other health fairs.
• Participates in home visits and mobile outreach visits, when clinically necessary
• Participates in specialized outreach for TAY clients at least bi-monthly, including mobile outreach to TAY clients
• Participates in County TAY Workgroup meeting on a monthly basis.
• Attends Pathways to Wellbeing trainings, and other County-required trainings for TAY as scheduled.
• Participates in staff meetings, case conferences, training, treatment utilization reviews and other quality assurance activities.
• Must work towards achieving County billing productivity standards per month
• Other duties as assigned

Minimum Qualifications:
• Must be registered with either the Board of Behavioral Sciences (ASW or IMF) or Board of Psychology
• Masters degree (or higher) in social work, psychology, marriage and family therapy, or counseling from accredited college or university with major work in clinical therapy.
• Minimum of two years clinical experience in a mental health setting, with solid clinical skills in individual therapy, assessments, crisis intervention, and case management.
• Trained and experienced in diagnosing clients utilizing the DSM-IV-TR.
• Knowledge of the theory and practice of psychotherapy (individual and group) and the principles and practice of community mental health.
• Understanding of and commitment to the psychosocial rehabilitation model of psychiatric rehabilitation services, and a strong belief in empowering clients/consumers towards recovery.
• Familiarity with community resources and the delivery of case management services.
• Ability to establish and maintain diagnostic and psychotherapeutic relationships with clear understanding of ethical and professional standards.
• Ability to maintain strict confidentiality with regard to client information and other sensitive or proprietary information.
• Ability to communicate effectively in English and Asian language (specified above), with ability to communicate mental health principles to clients, families and providers.
• Ability to work independently and also collaborate as a member of an interdisciplinary team.
• Excellent written and verbal communication skills and ability to prepare written reports accurately and records of services rendered in a timely fashion.
• Excellent organizational and time management skills, and able to manage a large caseload.
• Will not be debarred or excluded from participation in Federal programs by the General Services Administration and/or the Department of Health and Human Services of the Inspector General.
• Must have own transportation, valid California Driver’s License and comprehensive automobile coverage

Additional Preferred Education and/or Experience Which is a Plus:
• Proficiency to conduct psychotherapy in preferred Asian language
• Experience in conducting individual and group therapy, particularly with Asian and Pacific Islander individuals with mental health concerns
• Experience with dual-diagnosis issues • Experience with Cerner management information system
