I. TITLE: Quality Improvement Specialist

II. REQUIRED QUALIFICATIONS:

  • MSW or MFT Intern required; Licensed Psychologist, LCSW, MFT in the State of California preferred.
  • Minimum of 3 years of experience in mental health service including psychosocial rehabilitation and child interventions.
  • Must have strong computer skills including knowledge and experience with Microsoft office, Word, and Excel.
  • Demonstrated strong communication and interpersonal skills required.
  • Demonstrated expertise with service standards set forth by the State of California regarding Medi-Cal/Short Doyle/EPSDT.
  • Training skills, including curriculum development, and presentation experience is preferred.
  • Familiarity with County IS is preferred.
  • Ability to function as a member of an inter-disciplinary team.
  • Must possess a valid driver’s license plus ability to provide own transportation to complete travel requirements of the job.
  • Performs other related duties as assigned.

III. REPORTS TO: Director of Quality Improvement and Training

IV. POSITION DESCRIPTION:

This role’s primary purpose is to monitor and provide oversight of the quality of Children’s Bureau Mental Health Services. This role assists with problem solving data entry issues and ensuring that personnel meets documentation standards and provides services commensurate with Children’s Bureau’s Policies and Procedures.

V. DUTIES AND RESPONSIBILITIES :

  • Coordinate with the Dept. of Mental Health (DMH) to ensure 100% compliance to State of California standards.
  • Assists with preparing for State Audit Reviews and LA County DMH Program Reviews.
  • Audits documentation to ensure program compliance with government contract requirements, DMH standards, and federal/state/local regulatory agency requirements.
  • Implements and documents compliance issues, as well as communicates findings to appropriate supervisor for follow-up and resolution.
  • Promotes through quality improvement and training efforts to ensure that quality services are being provided for children and families and that service delivery is adhering to core Children’s Bureau Mental Health Policies and Procedures.
  • Coordinate with Mental Health administrative staff and supervisors to problem solve any obstacles to effective service delivery and resolve any interface concerns.
  • Coordinate with Therapist Assistants, MH Accounting Analyst and IS Administrator to ensure all billable activity is entered and without error.
  • Coordinate with Therapist Assistants, MH Accounting Analyst and IS Administrator regarding the reconciliation of agency Electronic Health Record System and ensure appropriate reimbursement.
  • Participates in Quality Improvement meetings both internally and externally to act as liaison between agency and DMH to assist with communication of new policies and procedures, audits, etc., to Director of Quality Improvement and Training.
  • Monitors and implements compliance to HIPAA privacy laws.
  • Participates in identifying risk management issues, and monitors staff implementation of Special Incident Reporting as required by the agency.
  • Participates in developing a training calendar and providing training to staff regarding system issues and documentation standards for service delivery.
  • Serves as a resource for staff and staff implementation of departmental Quality Improvement and Utilization Review efforts.
  • Contributes to the development of associated Policy and Procedures.
  • Monitors implementation of data collection and data entry for Program Evaluation.

VI. GENERAL :

  • Maintain confidentiality in matters of agency operations, personnel and clients.
  • Maintain positive communications with all agency staff, clients, and visitors.
  • Exercise good judgment in performance of duties and responsibilities.
  • Support existing agency policies, principles, and mission.
