POSITION : Under supervision, provides psychiatric casework, counseling, and treatment services in a clinic or institutional setting. Occasional overtime/evening work is required . The eligible list established from this recruitment may only be used to fill Latino Outreach Program future opening(s) in this class for up to nine months.
JOB DUTIES: Performs casework services with patients or clients and their relatives; performs telephone screening of prospective patients; participates in the evaluation of problems presented and in the development of treatment plans; participates in psychotherapy program with psychiatric staff team; confers with other staff members, psychiatrists, community agencies, school officials, probation officers, and others to exchange information and implement treatment plans; interprets and explains to clients, relatives, and community groups the social and emotional factors pertaining to illness; refers patients or clients to appropriate community agencies; studies new techniques for dealing with emotional and environmental problems; prepares social case histories, treatment plans, progress notes and assessments; prepares and/or generates various correspondence and documentation; reviews various documentation and processes, forwards, or takes other action as appropriate; maintains departmental files and records; maintains inventory of departmental supplies and initiates requests for new or additional materials; answers the telephone, provides information, takes messages and/or directs calls as appropriate; responds to requests for information or assistance; attends meetings, hearings and conferences; provides on-call coverage as needed.
MINIMUM QUALIFICATIONS: The following are the minimum qualifications for this position. Possession of these qualifications does not ensure that an applicant will be interviewed. Applications will be reviewed in comparison with all other applications received.
Knowledge of: Principles of social work; counseling, casework and other techniques of social work; social aspects of mental and emotional disturbances; new techniques, trends and advances in the profession; standard office equipment; and clerical activities related to an organization’s programs and operations.
Ability to: Apply casework skills effectively; establish and maintain effective working relationships with others; secure and record accurate and pertinent social and personal data; communicate effectively both orally and in writing; operate standard office equipment; operate a motor vehicle; and ability to speak/write in Spanish.
Education & Experience: Graduation from an accredited college or university with a Master’s Degree in social work, counseling, psychology, psychiatric nursing, or a related field; or any combination of education and experience that provides equivalent knowledge, skills and abilities.
Special Requirements: Essential duties require the following physical and work requirements: Requires the ability to think and act quickly in emergencies; effectively deal with personal danger; maintain mental capacity to allow the capability of exercising sound judgment and rational thinking under varied circumstances. Requires the ability to exert a small amount of physical effort in sedentary to light work involving moving from one area of the office to another, and may require the ability to operate a motor vehicle.
Licenses & Certificates: Applicants must be registered with the Board of Behavioral Sciences as an Associate Clinical Social Worker (ASW) or Marriage and Family Therapist Intern (MFTI); or be licensed in the State of California as a Registered Nurse. Incumbents (ASW & MFTI) are required to obtain licensure within six (6) years of initial registration with the Board of Behavioral Sciences. Incumbents who fail to maintain registration or fail to obtain licensure within the initial registration period are subject to dismissal from employment or transfer/demotion to an appropriate position at the discretion of the department head. Applicants who are enrolled in a Ph.D. or Psy.D. Program in clinical psychology from an accredited college or university may be substituted for an intern number as set forth by the Board of Psychology and the California Department of Health Services. Such applicants would be subjected to the County’s ability to provide proper “Supervised Professional Experience” as specified in the California Business and Professions Code. Additionally such applicants would be required to meet the licensure requirements as set by the Board of Psychology within five years. An Ed.D and five (5) years of experience and on licensure track as a Psychologist may be substituted for the Ph.D. or Psy.D. Incumbents who fail to obtain licensure within five (5) years of employment are subject to dismissal from employment or transfer/demotion to an appropriate position at the discretion of the department head. Those applicants holding out-of-state licenses as Psychologists, LCSWs, and MFTs must apply for licensure with the California Board of Psychology or the California Board of Behavioral Science Examiners and apply for a waiver through the California Department of Health Services. Such applicants would be required to obtain licensure within three years of employment. Incumbents who fail to obtain licensure within three (3) years of employment are subject to dismissal from employment or transfer/demotion to an appropriate position at the discretion of the department head. Waivers may be obtained pursuant to Chapter 712, Statutes of 1995 and any regulatory requirements of the California Department of Healthcare Services.

Selection Procedure

Salary: Salary ranges have five steps with approximately 5% between each step. New employees start at step one and after satisfactory performance during a probationary period, advance to the second step. Thereafter, annual step increases, as available in the salary step system and Rules are based upon satisfactory performance.

Medical, Dental, Vision and Life Insurance: The County pays the major portion of health, dental, vision and life insurance for employee and dependent(s). Health, dental, vision, and life insurance become effective the first of the month following 30 days of employment. Management receives county-paid term life insurance of $150,000.
Health Care Spending Account : Designated pretax contribution to pay for eligible health care expenses not covered by any insurance.
Dependent Care Spending Account : Designated pretax contribution used to pay for eligible dependent day care expenses.
Paid Leave Days: Depending on the classification in which employed, most employees receive eleven days vacation per year up to five years service; fifteen days up to ten years; seventeen days up to fifteen years; twenty days after fifteen years. Thirteen paid holidays per year. Sick leave accrues at the rate of twelve days per year. Management receives 13 days of paid Administrative Leave per year in addition to the other paid time off .
Disability Insurance: Sutter County participates in the State Disability Insurance Program.
Deferred Compensation: Employees may participate in deferred compensation plans. Also, mostNew Hires to Sutter County who are enrolled in a County-sponsored Deferred Compensation Plan, will receive twenty-five dollars ($25.00) per pay period deposited into their account, eligibility date varies by Unit (Fire Unit not eligible and some Re-hires may not be eligible). Employees will be advised of the eligibility requirements during New Employee Orientation. Management may convert any unused Administrative Leave as taxable compensation or it may be converted to a deferred compensation plan.
