Introduction

2930 BEHAVIORAL HEALTH CLINICIAN

Appointment Type: Temporary Exempt (Category 18). In accordance with San Francisco Charter Section 10.104, exempt employees serve at the discretion of the appointing authority. The duration is up to one (1) year, with a possibility of extension.

The San Francisco Department of Public Health (DPH) is accepting applications for twenty-six (26) full-time, temporary exempt positions in class 2930 Behavioral Health Clinician. The qualified applicant pool resulting from this recruitment may be utilized to fill other exempt vacancies (i.e., Category 16,17,18) at various locations within DPH.

Due to the COVID- 19 crisis, the Department of Public Health is recruiting a pool of clinicians to serve in multiple roles throughout the COVID Command Center. The ability to conduct in-person services and/or outreach to community settings is a priority in order to support individuals and communities that are disproportionately affected by this unprecedented crisis. These roles will provide support in a variety of settings including, but not limited to: Shelter in Place Hotels, Isolation and Quarantine Sites, Outbreak Management Teams, Clinical Support to Individuals in Quarantine at their residence. Successful applicants will exhibit flexibility and ability to adapt to changing roles as needed. Overarching work will be to provide clinical assessment, support, and engagement of individuals impacted by COVID-19.

Schedule/Shift(s): Varies. May work various shifts. Days, evenings, nights, and weekends, and/or holiday shifts may be required.

Essential Duties:
Under general supervision, makes investigations to determine the eligibility of applicants for psychiatric care and services; evaluates information gained through interviews and collateral sources; makes determination on one of several alternative procedures; completes appropriate forms and documents relating to intake procedures; makes pertinent determinations and recommendations. The 2930 Behavioral Health Clinicians also perform duties including, but not limited to:

Interviews individuals experiencing multiple stressors to determine current needs;
Actively participates as a member of a multidisciplinary team;
Completes appropriate referrals to services/other team members;
Completes appropriate forms and documentation to track assessment/progress;
Conducts interviews with collateral contacts (e.g., providers, support system) as indicated;
Proactively engages with patients;
Provides DSM 5 diagnosis as indicated;
Provides verbal de-escalation support over the phone or in person as indicated;
Assesses for acute care (e.g., 5150 WIC);
Engages and creates therapeutic space both in person and via telehealth;
Conducts contacts in person;
Maintains confidentiality in accordance with Federal and State regulations;
Uses multiple technological tools (e.g., MS Excel, MS Team, Electronic Health Records, virtual meeting platforms);
Follows current guidance regarding Personal Protective Equipment; and
Exhibits flexibility to adapt to changing work landscape.

The 2930 Behavioral Health Clinician performs other related duties as assigned/required.

Nature of Work:
Requires responsibility for carrying out and explaining established methods and procedures to applicants, recipients and others; achieving economies and/or preventing losses through careful and judicious interpretations of various legal provisions, methods and procedures in recommending assistance; making regular contacts with applicants, recipients, their families and others concerned, also with employees, other departments and outside organizations; gathering, compiling and reviewing important detailed psychiatric financial, personal and confidential information. Nature of duties involves occasional exposure to accident hazards and disagreeable elements in dealing with mentally ill and emotionally disturbed persons.

Minimum Qualifications
Possession of a valid Licensed Clinical Social Worker (LCSW) license issued by the California Board of Behavioral Sciences (BBS); OR
Current registration as an Associate Social Worker (ASW) license issued by the California Board of Behavioral Sciences (BBS); OR

Possession of a valid Marriage and Family Therapist (MFT) license issued by the California Board of Behavioral Sciences (BBS); OR

Possession of a valid Marriage and Family Therapist Intern (MFTI) license issued by the California Board of Behavioral Sciences (BBS); OR

Possession of a valid Professional Clinical Counselor (LPCC) license issued by the California Board of Behavioral Sciences (BBS); OR

Possession of a valid Professional Clinical Counselor Intern (PCCI) license issued by the California Board of Behavioral Sciences (BBS).

One (1) year of full-time employment is equivalent to 2,000 hours (2,000 hours of qualifying work experience is based on a forty (40) hour work week). Any overtime hours that you work above forty (40) hours per week are not included in the calculation to determine full-time employment. Applicants must meet the minimum qualification requirement by the final filing date unless otherwise noted.

Desirable Qualifications:
The stated desirable qualifications may be used to identify job finalists at the end of the selection process when candidates are referred for hiring.

Experience providing field based services (e.g., hotels, community housing) to individuals experiencing compounding stressors.
Experience working with individuals who represent a breadth of diversity; including multicultural client population, persons experiencing homelessness, individuals with history of contact with the criminal justice system, individuals at a range of developmental stages.
Experience providing services in languages other than English.
